My gums are swelling..know why?

For awhile now i thought my wisdom, teeth were coming in, and i looked it up today and i relalized i only have 28 teeth so i ume my mullers are what is coming in, but is it normal for all my teeth to ache and my gums are swelling..?? is it possible to get your wisom teeth before your mullers? because there causing me to have headaches too?? any information would be great! im 16 btw if age is any constellation..
